The change to Program #28 is probably caused by a Program Change event in your MIDI Clip. -- double-click the MIDI clip to open it -- swtich to View Mode: Event List (Alt+3) -- look for "Bank Select" or "PC Type messages -- select and delete them. Sorry, I don't understand your second question. You need to have an Instrument (from an .fxp file as you say) loaded into the slot. Perhaps the one you have picked does not have any samples mapped to the MIDI notes you are sending it? Have a look in the Keyzone to see which keys are mapped. Or perhaps the outputs in HALion are not routed to the track's output channels? Make sure that the slots are set to Channels 1+2 in HALion, for the moment.
