When a source has been converted from NTSC to PAL (badly) I usually recommend telecide(blend=false).SpatialSmootherMMX(...) (Take the numbers from GKnot, I don't remember them right now). Now, for an anime that has a lot of areas with same color, I think Convolution3d(preset="animeLQ") can be very useful. Put it after telecide() but before any other smoothing. Normally temporal smoothing should be avoided with NTSC2PAL conversions as it will add to the ghosting effects, but it seems that C3D is quite good at avoiding that in most cases, and anime is slightly different from normal FILM as it is very possible (and even recommended) to do heavy filtering to get rid of encoding artifacts. Right now I'm doing some tests myself with an anime DVD PAL to see what can be useful in these cases.
